This section is not optional reading. The single most common mistake families make PCSing to Hampton Roads is choosing a neighborhood without understanding the tunnel system first. Everything else — school quality, home prices, commute length — flows from this.
Hampton Roads is divided by water. The Chesapeake Bay, the Elizabeth River, and the James River create a series of peninsulas connected by bridges and tunnels. NMCP is on the Southside (Portsmouth). If you live in any other Southside city — Norfolk, Virginia Beach, Chesapeake, or Suffolk — you will not need to cross the major tunnels for your daily commute. If you live on the Peninsula (Hampton, Newport News) or need to cross to the Peninsula for any reason, you will.

The practical takeaway for NMCP families: NMCP is in Portsmouth. Living in Portsmouth itself, in Chesapeake, or in western/southern Virginia Beach eliminates tunnel crossings entirely for your commute.
