Naval Base San Diego sits on San Diego Bay, just south of downtown. The base occupies more than 1,600 acres of land and 326 acres of water. Notably, it lines one of the most strategically important stretches of the Pacific Coast. Home to 54 ships and more than 150 tenant commands, it functions as the principal homeport of the U.S. Pacific Fleet.

All new arrivals must access the installation through the Naval Base San Diego Main Gate (Gate 6). This gate sits off Harbor Drive. During normal duty hours, proceed to the Administrative Department in Building 72 for check-in. If you arrive after hours or on weekends, contact the Emergency Operations Center at (619) 556-7615 before proceeding.
When checking in, hand-carry these documents to avoid delays:
Furthermore, contact your sponsor as early as possible. The sponsorship program answers unit-specific questions. It also helps you get ahead of housing and childcare waitlists — which, notably, are long in San Diego.
San Diego BAH is ranked 3rd highest of all Navy installations nationwide. However, even with that generous allowance, the housing market is tight. San Diego BAH increased 0.2% from 2025. That modest bump reflects one of the most expensive rental markets in the country. Use these rates to frame your housing budget before you commit to a neighborhood.

Real Talk: San Diego BAH is high — but so is the rent. A typical 3-bedroom home off base runs $3,800–$5,500 per month. BAH covers a reasonable rental in Chula Vista or National City. However, neighborhoods with top-rated schools like Poway Unified often exceed BAH by $400–$800 per month. Plan your budget carefully before you sign a lease.

Finding the right housing in San Diego takes research, patience, and a realistic budget. The market moves fast, and on-base waitlists are notoriously long. Start your housing search the moment you receive orders — not when you arrive.
There is no family housing located directly on the 32nd Street complex. Instead, Liberty Military Housing manages approximately 9,000 military homes throughout San Diego County. These homes are spread across dozens of communities. None are located at 32nd Street itself. These neighborhoods are typically not gated. They sit alongside civilian areas. Consequently, you get a comfortable, integrated community feel — but also a commute of roughly 15–30 minutes to the base.
Murphy Canyon, located in central San Diego, is one of the largest military housing complexes in the country. Additionally, communities include Admiral Hartman, Gateway Village, Village at NTC, Chesterton, and Villages at Serra Mesa. Overall, most communities serve enlisted ranks E-1 through E-9, with some officer options available.
Waitlist reality: On-base waitlists frequently run 18–24 months or longer. As a result, the majority of families stationed at NBSD will live off base for most or all of their tour. Contact the Family Housing Welcome Center at (619) 556-8443 as early as possible. Reach out even before you have a firm arrival date to get on the waitlist early.
San Diego County offers a wide range of communities, each with different trade-offs between cost, commute, and school quality. Here is what military families typically choose — and why.
| Neighborhood | Approx. Distance to NBSD | Best For | Typical 3BR Rent |
|---|---|---|---|
| Chula Vista / Eastlake | 10–15 min south | Families, newer construction, great schools at affordable price | $2,800–$3,600 |
| National City | 5–10 min south | Budget-conscious, shortest commute to 32nd Street | $2,400–$3,200 |
| Coronado | 10–15 min via bridge | Naval families, top schools, walkable lifestyle (very expensive) | $4,500–$6,500+ |
| Point Loma | 10–15 min northwest | Beach access, strong military community, mid-range pricing | $3,200–$4,500 |
| La Mesa / El Cajon | 20–25 min east | Affordability, more space, family-friendly parks | $2,600–$3,400 |
| Poway / Ramona | 30–40 min north | Excellent schools, larger homes, quieter suburbs | $3,200–$4,200 |
| Santee | 25–30 min east | New developments, STEAM school options, East County value | $2,600–$3,400 |
| North County (Oceanside, Vista) | 45–60 min north | Families also serving at Camp Pendleton or Miramar only | $2,800–$3,600 |
Note: North County is a popular choice for military families, but it involves a 45–60 minute commute to 32nd Street. Consider it only if your sailor has duties that keep them near Camp Pendleton or MCAS Miramar.
San Diego’s housing market can feel intimidating. Nevertheless, your VA Home Loan levels the playing field significantly. With no down payment and no private mortgage insurance, the VA loan is a powerful tool. Many Navy families stationed here have purchased condos, townhomes, and single-family homes — building equity rather than paying escalating rent. Even if you’re undecided, speak with a VA-savvy lender early in your PCS process. The San Diego market moves quickly during PCS season.
For a complete overview of your entitlements during a PCS move, visit our PCS Toolkit. Additionally, review the DITY/PPM move guide for moving allowances and weight limits.
There are no DoDEA schools in the San Diego area. Consequently, your child’s school district depends entirely on where you live. Because military families are spread throughout the county, San Diego has multiple school districts serving NBSD families. Each district has its own enrollment calendar, calendar type, and quality level.
| School District | Grades | Key Areas Served | Notes |
|---|---|---|---|
| San Diego Unified (SDUSD) | K–12 | 32nd Street area, Point Loma, Serra Mesa, Hillcrest | Largest district; has School Choice enrollment program |
| Chula Vista Elementary (CVESD) | K–6 | Chula Vista, Eastlake | Two dedicated Navy School Liaisons assigned to NBSD families; 49 schools; 29,600+ students |
| Sweetwater Union High School | 7–12 | South Bay (Chula Vista, National City) | 40,000+ students; feeds from CVESD elementary |
| National School District | PreK–6 | National City | 10 school sites; GATE and bilingual programs |
| Poway Unified | K–12 | Poway, Rancho Bernardo, Scripps Ranch | Consistently rated 9/10; highly sought-after; more expensive to live within boundaries |
| Coronado Unified | K–12 | Coronado Island | 9/10 rated; exceptional schools; housing costs are very high |
| Grossmont Union High | 9–12 | El Cajon, La Mesa, Santee | Feeds from Cajon Valley, La Mesa-Spring Valley, and Santee districts |
| Santee School District | K–8 | Santee | 9 campuses; STEAM programs; grants supporting military students |
San Diego school districts use two different calendars. Traditional calendars run August through early June. Year-round calendars begin in late July and include extended breaks in January and April. If you have more than one child, verify that their schools follow the same calendar type. Otherwise, you may face overlapping vacation schedules that complicate childcare planning.
SDUSD offers a School Choice enrollment program. Specifically, families can apply to any school in the district starting in November. However, acceptance depends on available space. Additionally, the Chula Vista Elementary School District has two dedicated Navy School Liaisons. They specifically support military families at NBSD and Naval Base Coronado. Contact them through NavyLifeSW as soon as you have orders.
California’s Purple Star School Program designates schools that actively support military-connected students. Notably, look for Purple Star schools in your target neighborhoods when weighing enrollment options.

Naval Medical Center San Diego — commonly called “Balboa Hospital” — is the primary military medical facility for the entire West Coast. Located in Balboa Park, it serves active-duty members, dependents, and retirees. Specifically, services cover primary care, specialty medicine, surgery, mental health, pediatrics, and obstetrics. NMCSD is widely regarded as one of the best military hospitals in the country.
For appointments and referrals, contact TRICARE Health Net Federal Services for the West region. Additionally, branch clinics are available at 32nd Street, NAS North Island, NAS Point Loma, and MCAS Miramar. These handle routine care closer to where families live.
Active-duty members receive dental care through the base dental clinic. Dependents access dental coverage through the TRICARE Dental Program. Behavioral health services are available at NMCSD. Furthermore, Military OneSource provides non-medical counseling with up to 12 free sessions per issue and no referral needed.
San Diego is genuinely wonderful. However, there are several California-specific realities that catch incoming families off guard. Here is what you need to know before you arrive.
Unlike Texas, Florida, or several other military-heavy states, California taxes active-duty military pay for residents. If your home of record is California and you are stationed here, the state taxes your base pay. Specifically, California income tax applies to active-duty pay for residents. Consequently, factor this into your monthly budget when comparing costs to a previous duty station in a no-income-tax state. However, if your home of record is another state, you may be exempt — consult a JAG legal assistance office for your specific situation. The PCS tax write-offs guide covers deductions that can offset some of these costs.
California requires all vehicles operated in the state to meet emissions standards, even if registered in another state. Furthermore, you must register your vehicle with the California DMV if you plan to keep it here. When registering, ask for the military rate — the DMV provides a discounted form for active-duty members. Note that an out-of-state registration remains valid until its original expiration date. At that point, however, California registration becomes required.
Overall, San Diego’s cost of living runs approximately 42% higher than the national average. Specifically:
I-5, I-8, and I-805 are heavily congested during morning rush (7–9 a.m.) and afternoon rush (4–7 p.m.). If you live south of base in Chula Vista or National City, your commute travels against traffic. Consequently, you’ll generally face less congestion heading toward 32nd Street in the morning. In contrast, living north of base in Mira Mesa or Carmel Valley is trickier. That route can add 30–45 minutes to your commute during peak hours.
San Diego is home to the Pacific Fleet — which means regular deployments. WestPac cruises typically run 6–9 months. Shore-duty billets deploy less frequently, but they often support deploying units with additional workload. If your family is new to deployment cycles, the Navy Region Southwest Fleet and Family Support Center (FFSC) is essential. It offers pre-deployment briefings, ombudsman support, and deployment readiness resources at no cost.
Navy Region Southwest MWR is widely regarded as one of the best in the entire military. Consequently, stationed families have access to resources that most duty stations can’t match.
Life in America’s Finest City extends far beyond the base. Notably, military families here describe a quality of life that makes even busy deployment schedules feel manageable. Here are highlights families consistently recommend:
Moreover, day trips to Los Angeles, Joshua Tree, and Baja California Mexico are within easy driving distance — making weekends feel like mini-vacations throughout your tour.
San Diego has a strong and diverse economy. Specifically, healthcare, biotech, tourism, defense contracting, and technology are all major sectors for military spouse employment. Additionally, the Navy’s Military Spouse Employment Partnership (MSEP) connects spouses with military-friendly employers actively hiring in the area.
For spouses interested in education or career advancement, San Diego’s options are strong. The area includes San Diego State University, University of San Diego, Point Loma Nazarene University, and several community colleges that offer military-friendly scheduling. Moreover, the Fleet and Family Support Center offers employment readiness workshops, resume assistance, and job fair access at no cost.

The 2026 BAH rate for an E-5 with dependents at Naval Base San Diego is $3,975 per month, or $47,700 annually. Without dependents, an E-5 receives $3,147 per month. San Diego BAH is ranked 3rd highest of all Navy installations nationwide, reflecting the area’s high cost of living. Use the DoD BAH Calculator to look up your specific rate.
On-base housing waitlists at Naval Base San Diego typically run 18–24 months or longer. Liberty Military Housing manages approximately 9,000 military homes spread across dozens of communities throughout San Diego County — not at 32nd Street itself. Contact the Family Housing Welcome Center at (619) 556-8443 as soon as you receive orders to get your name on the waitlist early. Most families will live off base for the majority of their tour.
The most popular choices depend on your priorities. Chula Vista and Eastlake offer newer construction, solid schools (7–8/10), and rents that fit within most BAH rates. National City provides the shortest commute to 32nd Street at lower cost. Poway and Coronado offer top-rated schools (9/10) but come with higher rental prices that can exceed BAH. Point Loma is popular for its beach access and strong military community. East County areas like La Mesa and Santee offer more space at more affordable prices.
Yes, California taxes active-duty military pay if your home of record is California. This is an important budget consideration when comparing San Diego to duty stations in states like Texas or Florida that do not tax military income. If your home of record is another state, you may be exempt — contact the base legal assistance office to verify your specific situation. Review our PCS tax write-offs guide for deductions that may apply to your move.
There are no DoDEA schools in San Diego — your child’s district depends entirely on your home address. Key districts include San Diego Unified (city-wide), Chula Vista Elementary and Sweetwater Union High (South Bay), Poway Unified (highly rated, north of the city), and Coronado Unified (excellent but expensive). The Chula Vista Elementary School District has two dedicated Navy School Liaisons specifically to support NBSD families. Contact NavyLifeSW’s School Liaison Office for enrollment guidance.
Naval Medical Center San Diego — locally known as “Balboa Hospital” — is the primary military medical facility for the entire West Coast. It is located in Balboa Park and provides comprehensive care including primary care, specialty services, mental health, pediatrics, and obstetrics for active duty, dependents, and retirees. Branch clinics are also available at 32nd Street, NAS North Island, NAS Point Loma, and MCAS Miramar for routine appointments closer to where most families live.
NBSD is home to the Pacific Fleet, so deployment is a core reality of life here. WestPac cruises typically last 6–9 months. Shore duty billets deploy less frequently but often support deploying units with increased workload during surge periods. The Navy Region Southwest Fleet and Family Support Center offers pre-deployment briefings, ombudsman support, and deployment readiness programs at no cost — highly recommended for families new to fleet life.
Navy Region Southwest MWR is considered one of the best in the military. Highlights include the Admiral Baker Golf Course, marinas with boat rentals on San Diego Bay, access to Coronado Navy Beach, gyms and pools at multiple installations, bowling alleys, movie theaters, and a large commissary with a fresh seafood counter at 32nd Street. Military families also benefit from discounts at local attractions including the San Diego Zoo, SeaWorld, and the USS Midway Museum.
Yes — a personally procured move (PPM), formerly known as a DITY move, is an option for your PCS to Naval Base San Diego. However, given the long distance many families travel and San Diego’s high cost of living, it is worth carefully comparing the government move option against the PPM incentive. Review our DITY/PPM move guide for a full breakdown of the process, reimbursement rates, and tips for maximizing your incentive pay.
Families living south of the base — specifically in Chula Vista, National City, or Imperial Beach — generally experience the easiest commute to 32nd Street because they travel against the heaviest flow of traffic. Living east (La Mesa, El Cajon, or Santee) typically involves a 20–30 minute commute without the worst congestion. In contrast, North County communities like Oceanside or Vista can add 45–60+ minutes each way on I-5 during peak hours and are better suited to families with duties at Camp Pendleton or MCAS Miramar.
