Naval Base Guide
If your orders say Millington, Tennessee, you’re headed somewhere that probably isn’t on most people’s radar — and that’s actually a good thing. Naval Support Activity Mid-South is the Navy’s Human Resources Center of Excellence, home to Navy Personnel Command, Navy Recruiting Command, the Navy Manpower Analysis Center, and the U.S. Army Corps of Engineers Finance Center. It’s a shore duty installation, which means the operational tempo here is different from fleet-intensive bases — more 9-to-5 rhythm, more family time, and a cost of living that’s well below the national average. Before anything else, kick off your free PCS Plan so you’re organized from day one.
The installation sits 21 miles north of downtown Memphis in Shelby County, Tennessee. NSA Mid-South is among the largest employers in the entire state, supporting approximately 7,000 enlisted, officer, civilian, and contractor personnel. The Memphis metro area — population 1.33 million — puts everything within reach: a major airport, world-class medical centers, a vibrant food and music scene, and reasonable home prices that make the VA loan math work out beautifully. Want to connect with families already stationed here? The NSA Mid-South Millington PCS Pay-It-Forward® Facebook group is the place to start.

NSA Mid-South falls under the Memphis, TN Military Housing Area (MHA) for BAH purposes. Millington’s cost of living is well below the national average, and the 2026 BAH rates reflect that — but the good news is that Tennessee’s affordable housing market means your BAH goes a long way. At most pay grades, enlisted families can rent a solid 3-bedroom home or use BAH to build equity toward a purchase. Rates are effective January 1, 2026. Use the DoD BAH Calculator or see our full 2026 BAH rates guide for additional detail.

The Millington and Memphis housing market is one of the most affordable in the Navy’s portfolio. Most families — especially E-5 and above — will find that BAH comfortably covers rent in popular communities like Millington, Bartlett, Arlington, and Cordova. For those thinking about buying, Tennessee has no state income tax, property taxes are modest, and a VA home loan means you can purchase with zero down payment and no private mortgage insurance. In this market, it’s often more cost-effective to buy than rent.
All incoming personnel should report to the Housing Service Center (HSC) before signing any lease or purchase contract in the community — regardless of whether you plan to live on or off base. The HSC provides lease reviews, rental listings, market guidance, and housing referral services at no cost to you.
On-base family housing at NSA Mid-South is managed by Hunt Military Communities through a Public-Private Venture (PPV) agreement. There are approximately 280 on-base units available, making this a smaller housing community than you’d find at larger installations — which means wait times are real. Apply through the Housing Early Assistance Tool (HEAT) as soon as your orders drop.
Pet policy: There is a 2-pet limit. The following breeds are not permitted in Navy housing: Pit Bulls, Rottweilers, Wolf Hybrids, Chow Chows, Doberman Pinschers, and Perro de Presa Canarios.

Tennessee’s low cost of living is real, and the Memphis suburbs surrounding Millington offer military families exceptional value. The city of Millington itself (population ~10,176) sits immediately outside the gate and is the most convenient option for families who want a short commute. However, many families spread into the broader Shelby County suburbs for more housing options and stronger school districts. There are no truly bad options here — it mostly comes down to your commute tolerance and lifestyle preferences.
| Neighborhood | Distance to Base | Vibe | Typical Home Price Range |
|---|---|---|---|
| Millington | 0–5 min | Military community feel, affordable, close to gate | $150,000–$250,000 |
| Arlington | ~25 min | Fast-growing suburb, highly rated schools, newer construction | $280,000–$420,000 |
| Bartlett | ~30 min | Established suburb, good schools, strong amenities | $240,000–$380,000 |
| Cordova | ~35 min | Upscale suburban, shopping and dining, newer homes | $280,000–$450,000 |
| Collierville | ~45 min | Top-rated schools, charming town square, higher price point | $350,000–$600,000+ |
| Germantown | ~40 min | Affluent suburb, excellent schools, mature trees and neighborhoods | $350,000–$650,000+ |
| Memphis (Midtown/East) | ~30–40 min | Urban, walkable, diverse food and arts scene | $150,000–$350,000 |
One honest note: Millington city itself has some neighborhoods that feel more worn than others. Drive the area before committing to a rental there. Arlington and Bartlett are consistently popular with military families for their combination of value, schools, and livability. Collierville and Germantown are excellent if you don’t mind the commute and want top-tier school districts.
There are no DoDEA schools on NSA Mid-South. Military families attend local public schools, and the good news is that Shelby County offers 8 distinct school districts serving the Memphis metro area — giving families real choices depending on where they live.
Families living in on-base housing or in the City of Millington are zoned to Millington Municipal Schools. This is a small standalone district that serves military families well and is actively supported by the base School Liaison Officer. Transportation to and from School Age Care on base is provided by the district for Millington Municipal students.
| School | Grades | Address | Phone |
|---|---|---|---|
| Millington Primary School | PK–3 | 6445 William Osteen Drive, Millington, TN | (901) 873-8433 |
| Millington Intermediate School | 4–6 | 4964 Cuba-Millington Road, Millington, TN | (901) 873-8130 |
| Millington Middle/Central High School | 7–12 | 8050 West Street, Millington, TN | (901) 873-8100 |
Families who live off base in Shelby County are zoned based on address. The School Liaison Officer can assist with inter-district and intra-district transfer requests and provide the current K–12 Education Handbook. Contact the School Liaison through Navy MWR Mid-South for the most current guidance.
| School District | General Area | Reputation Notes |
|---|---|---|
| Millington Municipal Schools | City of Millington / on base | Military-friendly, small district, SLO support |
| Arlington Community Schools | Arlington, TN | Highly rated, fast-growing, strong academics |
| Bartlett City Schools | Bartlett, TN | Well-regarded suburban district, consistent performance |
| Collierville Schools | Collierville, TN | One of the highest-rated districts in Tennessee |
| Germantown Municipal School District | Germantown, TN | Highly rated, smaller district, strong community support |
| Lakeland School System | Lakeland, TN | Small, newer district, growing community |
| Memphis-Shelby County Schools | Memphis and unincorporated Shelby County | Large district; quality varies significantly by school |
| Tipton County Schools | Tipton County (north of Millington) | Smaller rural district; option for those commuting from north |
There are also 58 charter schools in the Memphis-Shelby County area and 90 private schools in Shelby County for families exploring additional options.
NSA Mid-South has an Education and Training Center on base that provides tuition assistance counseling and testing for service members. The University of Memphis, Christian Brothers University, Rhodes College, and Southwest Tennessee Community College are all within commuting distance for military spouses and service members pursuing degrees.
NSA Mid-South has a branch medical and dental clinic on base for active duty personnel. The base clinic is not a full military treatment facility (MTF), so more complex or specialty care is referred to civilian TRICARE network providers in the Memphis metro area. Memphis is home to several major hospital systems — including Methodist Le Bonheur Healthcare, Regional One Health, and Baptist Memorial Health Care — providing excellent specialty access.
| Medical Resources at NSA Mid-South | Notes |

Millington’s biggest underrated asset is Memphis — one of the most culturally rich cities in America — sitting 21 miles to the south. Whether you care about music, food, sports, or outdoor adventure, the Memphis metro area covers it.
Public transportation to and from the base is essentially nonexistent — a personal vehicle is required. Memphis International Airport is approximately 25 miles south and offers direct flights to major hubs, which is a genuine quality-of-life win for a base this size. Interstate 40 and Highway 51 are your main arteries for commuting into Memphis and the suburbs.
Memphis is one of the most underrated cities in the U.S. for military families. Beale Street and the blues music heritage are iconic, and Memphis barbecue is legitimately world-class. The National Civil Rights Museum at the Lorraine Motel is one of the most powerful museum experiences anywhere in the country. The Memphis Zoo is consistently ranked among the top zoos in America. The Memphis Grizzlies (NBA) offer professional basketball at FedExForum downtown. AutoZone Park is home to the Memphis Redbirds (Triple-A baseball) and hosts concerts and events year-round. Outdoor families will love Meeman-Shelby Forest State Park, just 10 miles from base — with hiking, fishing, lakes, and camping. T.O. Fuller State Park and the Mississippi River parks add additional outdoor options close by. The Tickets & Travel office on base provides discounted access to local attractions, concerts, and theme parks throughout the region.
Millington and the Memphis metro area remain well below the national average for housing costs, groceries, and everyday expenses. Tennessee also has no state income tax on wages, which is a meaningful financial benefit for military families with working spouses or those planning to retire in place. Combined with relatively low property taxes and affordable home prices, this assignment can be a genuinely strong financial opportunity — particularly for families ready to buy with a VA loan.
Tennessee is a four-season state with a Southern lean. Summers are hot and humid — Memphis summers regularly hit 90°F with high humidity, so prepare your kids and your utility bills accordingly. Winters are mild by most standards but can bring occasional ice storms that shut the region down. Spring and fall are genuinely beautiful. Tornado season exists; April and May are peak months. Download a weather alert app and identify the nearest shelter locations at your home and on base.
Connect with locals for real-time weather preparedness tips and housing leads in the NSA Mid-South Millington PCS Pay-It-Forward® group.
The Memphis metro area is a genuine employer of scale — logistics, healthcare, education, and government contracting all have significant footprints here. FedEx Corporation, which is headquartered in Memphis, is the largest private employer in the state and a major source of jobs across a variety of career fields. AutoZone, Medline Industries, Baptist Memorial Health Care, and Methodist Le Bonheur Healthcare are among other major area employers. The State of Tennessee and Shelby County government also employ thousands.
On base, the Fleet and Family Support Center (FFSC) provides free employment readiness workshops, resume reviews, federal job application assistance, and career counseling. Navy Spouse Licensure Reimbursement is available for military spouses who need to re-license professional credentials after a PCS move. For broader job resources, the PCS Toolkit has additional guides for military spouse employment.
Apply for the CDC the moment your orders drop. Child Development Center waitlists at NSA Mid-South are real. If you have young children, get on the waitlist immediately — before you arrive, before you sign a lease, before anything else. Contact the CDC through the MWR website to get your application started remotely.
On-base housing is small. With only ~280 units, on-base housing fills quickly and wait times vary. If your family is flexible, reach out to Hunt Military Communities using HEAT before you leave your current command to understand realistic availability for your pay grade and family size.
Drive Millington before committing to a rental there. The city is affordable and convenient, but not all neighborhoods are equally maintained. The area around the gate and William Osteen Drive tends to be the most family-friendly. When in doubt, ask in the Facebook group for street-level intel.
Tennessee has no state income tax. If your spouse works or plans to work, this is a meaningful financial advantage. Factor it into your family’s overall financial plan — especially if you’re weighing rent vs. buy.
Shore duty means a different pace. NSA Mid-South is not a fleet-intensive installation. The operational tempo here is genuinely different from sea-duty homeports. Families often report this as one of the most family-friendly tours in the Navy — predictable schedules, good work-life balance, and a community that has time for each other.
Memphis summers are humid. Central air conditioning is non-negotiable. If you’re renting, verify the HVAC system is in good working order before you sign anything. A home inspection matters here more than it would in a dry climate.
