PCS Pay-it-Forward

Fort Leavenworth, KS: The Complete PCS Guide for Military Families

TL;DR: Fort Leavenworth is the Army’s intellectual center — the home of CGSC, the Combined Arms Center, and one of the most unique PCS assignments you’ll ever receive. This guide covers 2026 BAH rates, on-post housing through Frontier Heritage Communities, schools (USD 207 on-post through 9th grade), medical care at Munson Army Health Center, and everything your family needs to land well in Leavenworth, Kansas.

Getting orders to Fort Leavenworth is different from most PCS moves. If you’re heading to CGSC, SAMS, or the School for Command Preparation, you’re likely a field grade officer on a 10-month TDY-style rotation — not a multi-year assignment. However, if you’re a permanent party soldier assigned to the garrison, the CAC, or one of the tenant units, your tour looks more like a traditional PCS. Either way, this guide covers everything your family needs to know before you arrive at the “Best Hometown in the Army.”

Fort Leavenworth sits on the bluffs of the Missouri River in Leavenworth County, Kansas, about 25 miles northwest of Kansas City. Browse our full base directory to compare installations, and start your free PCS Plan to get matched with a military-savvy expert who knows this market.

Mission and Key Units at Fort Leavenworth

Fort Leavenworth is the oldest continuously active military installation west of the Mississippi River, established in 1827. Today, it serves as the intellectual engine of the Army. The U.S. Army Combined Arms Center (CAC) — often called the “Intellectual Center of the Army” — is the installation’s primary mission. CAC manages leader development, doctrine, and Army education on a global scale.

Major Organizations on Post

  • Command and General Staff College (CGSC) — Educates more than 1,200 U.S. and international military officers annually in the 10-month Command and General Staff Officers Course (CGSOC). Graduates receive a Master of Military Art and Science (MMAS) degree.
  • School of Advanced Military Studies (SAMS) — A highly selective graduate program producing operational planners and strategic thinkers.
  • School for Command Preparation — Pre-command course for battalion and brigade commanders.
  • Army Management Staff College — Professional education for Army civilians.
  • Combined Arms Research Library (CARL) — One of the premier military research libraries in the world.
  • 15th Military Police Brigade — The installation’s primary combat unit.
  • United States Disciplinary Barracks (USDB) — The Department of Defense’s only maximum-security military prison, located on post.

The post’s alumni roster includes five five-star generals — Eisenhower, Marshall, Bradley, MacArthur, and Arnold — along with Patton, Powell, Schwarzkopf, and Petraeus. More than 8,000 international officers from 155 countries have attended CGSC since 1894.

If you’re a Major headed to CGSC, understand this upfront: your assignment is roughly 10 months and the student experience is intensive. Housing and school enrollment processes are built around the CGSC calendar, so apply early.

2026 BAH Rates — Fort Leavenworth (MHA: KS102)

On-Post Housing — Frontier Heritage Communities

On-post housing at Fort Leavenworth is privatized and managed by Frontier Heritage Communities (FLFHC). The housing office is located at 220 Hancock Ave., Fort Leavenworth, KS 66027. Phone: (913) 682-6300. Submit applications online or via email to fhc@tmo.com — visit frontierheritagecommunities.com to get started.

What to Know Before You Apply

  • Apply with a copy of your official PCS orders — an RFO alone is not sufficient
  • CGSC students: Applications received after May 15 are placed on the waitlist — apply immediately upon receipt of orders
  • Homes are offered in 3, 4, and 5-bedroom floor plans as single family homes and duplexes
  • Rent equals your BAH rate — it automatically adjusts if you’re promoted or your dependency status changes
  • Pet-friendly (up to four pets depending on home type)
  • 24-hour maintenance service available for all residents
  • Market Rate Villages are available to all active-duty rank bands, retirees, DoD civilians, and contractors at rates that may fall below your BAH

Historic Homes vs. Newer Construction

Fort Leavenworth has two distinct housing styles. Historic homes on Main Post feature hardwood floors, tree-lined streets, and large front porches — genuinely beautiful and nothing like typical military housing. Newer homes in the outer neighborhoods offer spacious garages, patios or decks, and fenced-in backyards. If EFMP or single-story requirements apply to your family, submit supporting medical documentation to FLFHC at time of application.

Bona-fide and geographical bachelor housing is available in Infantry Barracks, Old Oregon, and Upper Kansa Village. Unaccompanied students can reduce costs by requesting a roommate match through FLFHC.

Off-Post Housing Options

The Housing Services Office (HSO) supports families looking off-post. Contact HSO at Building 48, 731 McClellan Ave. (1st Floor), Fort Leavenworth, KS 66027. Phone: (913) 684-5673. They maintain current listings for apartments, townhomes, and rental agencies through Homes.mil.

The most popular communities for military families living off-post include:

  • Lansing, KS — The closest off-post community, short commute, family-friendly, and generally the most affordable option in the immediate area
  • Leavenworth, KS — City of approximately 36,000, 10–15 minutes from post, more dining and retail options, Buffalo Soldier Memorial Park, and a performing arts center
  • Basehor, KS — Popular with families who want newer construction and suburban amenities within a reasonable commute
  • Weston, MO — Across the Missouri River, charming small-town feel, historic downtown, slightly longer commute but beloved by many military families
  • Platte City, MO — Missouri side option with easy access to Kansas City International Airport (about 20 miles from post)
  • Atchison, KS — About 25 miles north, lower cost of living, popular with families who prioritize space and quiet

The cost of living in the Leavenworth area runs below the national average. For families using their BAH to buy, a VA home loan is worth exploring — particularly for O-3s and above whose BAH supports solid entry-level purchase options in Lansing and Basehor.

Schools at Fort Leavenworth

Fort Leavenworth has a dedicated on-post school district — one of the rare installations where kids PreK through 9th grade attend school without leaving the installation. This is a meaningful quality-of-life factor, particularly for CGSC families on short tours.

Fort Leavenworth Unified School District 207 (USD 207)

USD 207 serves Fort Leavenworth resident students in grades PreK through 9. The district was recognized by the Kansas State Board of Education in April 2023 as one of only three Kansas public school districts demonstrating a major commitment to supporting military-connected students and families.

  • District Office: 207 Education Way, Fort Leavenworth, KS 66027 | Phone: (913) 651-7373 | usd207.org
  • Grade span: PreK–9 (4 schools on post)
  • Patton Jr. High School: Grades 7–9 on post
  • Enrollment is online — no local address required to begin the process
  • Proof of Residency Form is provided by the Housing Office upon lease signing
  • Curriculum aligns with Common Core State Standards, consistent with DoDEA schools nationwide

High School — USD 453 (Leavenworth High School)

On-post residents are zoned to Leavenworth Unified School District 453 for grades 10–12. Free bus transportation is provided from post to Leavenworth High School for grades 10–12. Transportation for 9th graders attending LHS carries a fee; 9th graders may also attend Patton Jr. High on-post at no cost.

School Liaison Office

The Fort Leavenworth School Liaison Office handles enrollment, IEP continuity, gifted education, and out-of-district enrollment questions. Phone: (913) 684-1655. Note that USD 207 does not have an open enrollment policy for non-residents — eligibility requires full-time on-post residency for the academic year.

Medical Care — Munson Army Health Center

Munson Army Health Center (MAHC) is the primary military treatment facility for Fort Leavenworth beneficiaries. It provides primary care, preventive medicine, and specialty referrals for TRICARE-eligible service members, retirees, and their families. Visit munson.tricare.mil for appointments and current hours.

  • Closed on all federal holidays
  • Second Wednesday of each month is a training day — limited services after 12:00 p.m.
  • Pharmacy, Lab, Radiology, and Readiness Center closed 12:30–1:30 p.m. on training days

For specialty care beyond Munson’s capacity, TRICARE Prime beneficiaries are referred to network providers in the Kansas City metro. Find providers and manage your coverage at tricare.mil.

Kansas Financial Benefits for Military Families

Kansas does tax active-duty military pay for resident service members — the most important financial caveat for families claiming Kansas as their home of record. Several benefits offset this:

  • Military retirement pay: Fully exempt from Kansas state income tax
  • Nonresident military spouses: May be exempt from Kansas income tax on wages earned while stationed in Kansas, provided they maintain legal residency in another state
  • Disabled veteran income tax exemption: 100% P&T veterans qualify for an additional $2,320 Kansas personal exemption (tax year 2025 and after)
  • New in 2026 — Sales tax exemption: Beginning July 1, 2026, honorably discharged veterans with a 100% P&T service-connected disability rating are exempt from Kansas sales tax on purchases up to $24,000 per year (excludes tobacco, alcohol, and motor vehicles)
  • Property tax refund: Kansas Form K-40SVR provides property tax relief for qualifying disabled veteran homeowners. Home value cannot exceed $350,000. Details at ksrevenue.gov
  • Motor vehicle tax exemption: Kansas resident service members may be exempt from vehicle property tax on up to two vehicles
  • Kansas Heroes Scholarship: Tuition and fees waived at Kansas public postsecondary institutions for eligible spouses and dependents of certain deceased or disabled service members

What Military Families Actually Say About Fort Leavenworth

The honest version: Fort Leavenworth has a devoted community of families who genuinely love it here. You’re surrounded by other field grade officers and their families. Everyone is in roughly the same life stage. The school district is built around military kids. The post is legitimately beautiful. Kansas City is close enough for a real night out.

The real talk: CGSC is a 10-month sprint. The academic workload is significant, and spouses often carry the household almost entirely during the school year. The post population turns over nearly completely each summer, which means you build a tight community — and then most of it PCSs away at once. If you’re permanent party rather than a student, the culture feels different.

Weather is classic Midwest — hot, humid summers and cold winters with real snowfall. Tornadoes are a genuine spring concern. Basements are not standard in all on-post housing; know this before you arrive. Families who treat Kansas City as part of their assignment consistently report loving Fort Leavenworth more than those who expect the installation itself to be their social world.
