About NBVC: Two Bases, One Installation

Naval Base Ventura County is not one base — it is three. Point Mugu and Port Hueneme are the two main operating facilities, located approximately 10 miles apart along the Ventura County coastline. San Nicolas Island, 60 miles offshore among the Channel Islands, serves as a missile and drone testing range for advanced weapons systems. Understanding which installation your sailor is assigned to matters immediately: it determines your gate, your school district, and often your housing neighborhood.

Both Point Mugu and Port Hueneme were established during World War II. They merged in October 2000 to form NBVC, which today is the only installation on the West Coast with a deep-water port, airfield, and railhead all in one location — making it a premier mobilization site for the Pacific Fleet. Key tenant commands include the Naval Air Warfare Center Weapons Division (NAWCWD), the Pacific Seabees (Naval Mobile Construction Battalions), and Naval Facilities Engineering Systems Command Southwest (NAVFAC SW). With over 100 tenant commands and 19,000+ personnel, NBVC is the single largest employer in Ventura County.

Port Hueneme is the logistics hub — home to the commissary, the main Navy Exchange, and the Construction Battalion Center where most Seabees are assigned. Point Mugu is the aviation and testing side — home to the airfield, the NAWCWD, and the private military beach. Know which side your command is on before you start house hunting.

Off-Base Neighborhoods: Where Military Families Actually Live

The honest truth about NBVC: most families live off-base. California real estate is expensive, and your BAH — while among the highest in the Navy — will be tested by the local market. Knowing which neighborhoods are realistic for your rate and commute tolerance will save you enormous stress.

Area Drive to Base Avg. 3BR Rent Median Home Price Vibe
Port Hueneme 2–5 min $2,600–$3,300/mo ~$537,000 Closest off-base option; coastal; military-heavy community
Oxnard 10–20 min $3,000–$4,000/mo ~$600,000–$700,000 Diverse community; beaches; variety of schools and parks
Camarillo 20–30 min $3,200–$4,100/mo ~$700,000–$800,000 Quiet suburbs; outlet shopping; strong school districts; popular with families
Ventura (City) 25–35 min $3,200–$4,100/mo ~$750,000–$850,000 Lively downtown; great dining; beach access; relaxed coastal vibe
Thousand Oaks 35–45 min $3,400–$4,500/mo ~$800,000–$1,000,000 Top-rated schools (Oak Park, Conejo Valley); suburban; popular with families prioritizing school quality

Port Hueneme off-base is the most affordable and most convenient option — it’s where the bulk of active-duty families live. Camarillo is a common choice for families with school-age children who want access to Pleasant Valley School District and a quieter pace. Thousand Oaks is aspirational for most enlisted but realistic for senior enlisted and officers who prize school quality above all else. The median home price across Ventura County is approximately $880,000 (~$491/sqft), so most renters here are renting, not buying. However, the VA loan is genuinely useful in Port Hueneme and Oxnard where prices are more accessible — get pre-qualified early at pcspayitforward.com/va-home-loan.

2026 BAH Rates at NBVC (MHA: Ventura, CA)

NBVC falls under the Ventura, CA Military Housing Area. The 2026 BAH rates are effective January 1, 2026, and increased 0.3% from 2025. Despite the small increase, NBVC’s BAH is ranked 9th highest of all Navy installations nationwide — it’s high because California housing is high. Rates with dependents are approximately 19.5% higher than without. For a full breakdown of how BAH affects your buying power, see our 2026 BAH rates guide. Verify your exact rate using the DoD BAH Rate Lookup tool.

Pay Grade With Dependents (Monthly) Without Dependents (Monthly)
E-1 through E-4 $3,378 $2,652
E-5 $3,537 $3,018
E-6 $4,008 $3,228
E-7 $4,083 $3,381
E-8 $4,161 $3,636
E-9 $4,305 $3,771
W-1 $4,029 $3,333
W-2 $4,116 $3,633
W-3 $4,215 $3,789
W-4 $4,341 $4,020
W-5 $4,497 $4,101
O-1 $3,600 $3,213
O-2 $4,002 $3,486
O-3 $4,212 $3,834
O-4 $4,545 $4,080
O-5 $4,788 $4,122
O-6 $4,830 $4,194
O-7 $4,866 $4,269
O-1E $4,095 $3,534
O-2E $4,200 $3,741
O-3E $4,365 $4,002

The honest budget talk: even with BAH at this level, living in Ventura County is tight for junior enlisted. Port Hueneme rentals consume most or all of an E4–E5 BAH rate. On-base housing absorbs your full BAH as rent, which removes the math problem but also removes any savings opportunity. Senior enlisted and officers will find more breathing room, particularly in Camarillo or Oxnard. Check your full military compensation picture with the 2026 military pay charts before you budget.

Schools Near NBVC

Which School District Depends on Where You Live

There are no DoDEA schools at NBVC. Your child’s school district is determined entirely by your home address — and because military families live across multiple cities here, the district picture is more complex than most installations. Contact the NBVC School Liaison Officer at 805-982-4218 (Building 74, Point Mugu) with enrollment questions, records transfers, or if you need help navigating school options. The SLO is one of the most underused resources at NBVC — they know every district and can connect you with the right contacts before you even arrive.

Military families who prioritize school ratings tend to cluster in Camarillo (Pleasant Valley School District) and Thousand Oaks (Conejo Valley and Oak Park Unified). Oak Park USD and Moorpark USD are consistently among the top-ranked districts in California. The commute from Thousand Oaks to base is 35–45 minutes, which many families consider worth it for school quality. For families on base at Point Mugu, Ocean View School District serves K–8 students and has a solid reputation. Your assigned school district cannot be overridden by preference — verify your specific address boundaries before signing a lease.

Childcare at NBVC

CDCs at NBVC carry waitlists — register at MilitaryChildCare.com the day you receive orders, not the day you arrive. Commissary, Navy Exchange, and On-Base Shopping

The commissary and main Navy Exchange (NEX) are both located at Port Hueneme — not at Point Mugu. Point Mugu has a small exchange for everyday needs, but for major shopping runs, Port Hueneme is the go-to. Most on-base retail and food options close by 5 p.m. and close earlier on weekends, so plan accordingly.

MWR and Recreation at NBVC

On-Base Recreation

NBVC’s MWR program is solid for a California installation. Amenities include two aquatic centers, a golf course, a bowling alley, and two outdoor recreation centers. The Point Mugu private beach and campground is a standout perk — it’s accessible only to military personnel and their immediate families, and it sits on one of Southern California’s most beautiful stretches of coastline. Check MWR availability and reservations at ventura.navylifesw.com.

Exploring Ventura County and Beyond

NBVC’s location is genuinely outstanding for outdoor and leisure activities. The area rewards families who love the outdoors, beaches, and California culture.

  • Point Mugu State Park: One of the largest undeveloped stretches of California coast, with hiking, camping, and ocean views — just minutes from base.
  • Malibu: Only 15 minutes south of Point Mugu. Some of California’s most iconic beach and hiking access.
  • Channel Islands National Park: A short ferry from Ventura harbor. World-class kayaking, snorkeling, and wildlife. One of Southern California’s most underrated adventures.
  • U.S. Navy Seabee Museum: Located at Port Hueneme — the only museum in the country dedicated to the history of the Naval Construction Force. Free admission for military.
  • Point Mugu Missile Park: An outdoor display of historic missiles and aircraft on base.
  • Camarillo Premium Outlets: 20 minutes inland — a major draw for families who enjoy retail therapy at discounted prices.
  • Los Angeles: 90 minutes without traffic. Everything from theme parks to world-class museums to pro sports.
  • Santa Barbara: ~50 miles north — one of California’s most beautiful coastal cities, worth a weekend trip.

The NBVC community is active and welcoming. Ventura County hosts festivals, farmers markets, food and wine events, and outdoor activities year-round. The local food scene — particularly in Ventura City, Oxnard, and Camarillo — is diverse, fresh, and genuinely excellent. Seafood along the coast is outstanding.

Location and Getting Around

NBVC sits on the Oxnard Plain in Ventura County, approximately 65 miles northwest of downtown Los Angeles and 50 miles south of Santa Barbara. The I-101 is your primary corridor. Traffic between Thousand Oaks and Oxnard during rush hour can add significant time to your commute — if you’re considering a neighborhood more than 20 miles from base, test the drive at commute time before signing a lease.

Destination Distance Approx. Drive Time (no traffic)
Port Hueneme (city center) 2 miles 5 minutes
Oxnard 5 miles 10–20 minutes
Camarillo ~15 miles 20–30 minutes
Ventura (city) ~15 miles 20–30 minutes
Thousand Oaks ~25 miles 30–45 minutes
Malibu ~20 miles 15–25 minutes (from Point Mugu)
Santa Barbara ~50 miles ~1 hour
Los Angeles (downtown) ~65 miles ~90 minutes (traffic variable)

The nearest commercial airport is Los Angeles International (LAX), approximately 50 miles away. Burbank Bob Hope Airport (BUR) and Camarillo Airport (CMA) are closer alternatives, though with fewer nonstop routes.

Weather at NBVC

Ventura County has one of the most pleasant climates in the country — genuinely. The classic Mediterranean pattern means warm, dry summers and mild, occasionally rainy winters. If you’re coming from the South, Midwest, or East Coast, this will feel like a dream. If you’re coming from Hawaii, it might feel chilly.

Season Typical Conditions
Summer (June–September) 70–81°F highs; cool mornings in the 50s; very little humidity; minimal rain; afternoon marine layer (“June Gloom”) is common in early summer
Fall (October–November) Warm and clear; Santa Ana winds possible (hot, dry offshore gusts); fire season awareness important
Winter (December–February) 50–65°F highs; 4–5 rainy days per month in Jan–Feb; rarely below 39°F; no snow at sea level
Spring (March–May) Warming up; lush green hills; marine layer possible in mornings; very pleasant overall

A word about Santa Ana winds and fire season: fall brings the risk of fast-moving wildfires in Southern California, particularly in inland canyons. Know your evacuation routes if you live east of the 101 toward Thousand Oaks or Camarillo. The Channel Islands provide a natural buffer for the coastal communities, but smoke events can affect air quality during fire season across Ventura County.

Family Support Resources at NBVC

NBVC’s Fleet and Family Support Program (FFSP) provides relocation assistance, financial counseling, deployment support, spouse employment programs, and non-medical counseling. Services are available to all active-duty service members and their families. Visit the MWR portal at ventura.navylifesw.com for current program listings and event schedules.

For 24/7 support — financial counseling, non-medical counseling, relocation assistance, tax preparation — contact MilitaryOneSource at 800-342-9647. It’s one of the most underused benefits in the military, and it covers everything from helping spouses find employment in California to navigating the school enrollment process. Frequently Asked Questions About PCSing to NBVC

What is the difference between Point Mugu and Port Hueneme?

They are two separate installations approximately 10 miles apart, both part of Naval Base Ventura County. Point Mugu is the aviation and testing side, home to the airfield, NAWCWD, and the private military beach. Port Hueneme is the logistics hub, home to the Seabees, the Construction Battalion Center, the commissary, and the main Navy Exchange. Which one matters to you depends entirely on where your sailor’s command is located. Make sure you know which site before you start researching housing and schools.

What is the 2026 BAH rate at NBVC?

NBVC falls under the Ventura, CA Military Housing Area. BAH is ranked 9th highest of all Navy installations. For 2026, an E-5 with dependents receives $3,537/month; an O-3 with dependents receives $4,212/month. Rates increased 0.3% from 2025. Verify your exact rate using the DoD BAH Rate Lookup tool and build your budget around the full military pay picture — see our 2026 BAH guide for context on how these rates translate to housing costs in the area.

Is it hard to get on-base housing at NBVC?

Yes — waitlists exist. Liberty Military Housing manages over 1,200 homes across eight neighborhoods, but demand is high. Contact the Housing Services Office at 805-982-4321 the moment you receive orders and get on the waitlist immediately. Your rank band determines your eligible neighborhood and bedroom size. Note that Catalina Heights (the off-base neighborhood in Camarillo) is the only community that does not allow pets — important if you have animals.

What are the best neighborhoods for military families off base?

It depends on your priorities. For proximity and affordability, Port Hueneme city is the answer — 2 miles from the gate and the most military-heavy community off base. For school quality and a quieter lifestyle, Camarillo is popular, particularly for families zoned to Pleasant Valley School District. For a lively coastal lifestyle, Ventura city has great dining, beaches, and good schools. For the absolute top-ranked schools, Thousand Oaks puts you in Conejo Valley or Oak Park Unified — but the commute is 35–45 minutes and rent is on the higher end.

Is there a hospital on base at NBVC?

No. NBVC has two Branch Health Clinics — one at Point Mugu (805-989-8815, Mon–Thu 0730–1900, Fri 0730–1630, Sat 0800–1200) and one at Port Hueneme (805-982-6370, Mon–Fri 0730–1600). These provide primary care and ambulatory services. For emergencies, three community hospitals in the area handle ER and surgical care. Book appointments through the MHS GENESIS Patient Portal. Update your PCM immediately after arriving — don’t wait until you need care.

How do schools work at NBVC — is there a base school?

There are no DoDEA schools at NBVC. Your child’s district is determined by your home address, and families across this installation are spread across six different school districts. If you live in Point Mugu housing, your K–8 students attend Ocean View School District. Port Hueneme housing feeds Hueneme Elementary. Catalina Heights feeds Pleasant Valley. Families in Camarillo, Thousand Oaks, or Ventura city will be in those respective districts. Contact the NBVC School Liaison Officer at 805-982-4218 before you sign a lease — they can walk you through every option.

What is the cost of living like near NBVC?

High — significantly above the national average. The median home price across Ventura County is approximately $880,000; prices near Port Hueneme run around $537,000. Three-bedroom rentals range from $2,600/month in Port Hueneme to $4,100+/month in Ventura or Camarillo. NBVC’s BAH is high to partially offset this, but junior enlisted families will feel the squeeze. Groceries, gas, utilities, and dining out are all above national average. For families considering buying, the VA loan is the single most powerful financial tool available in this market — no down payment, no PMI, and competitive rates. Talk to our team at PCS Pay-It-Forward.

What is there to do near NBVC on the weekends?

Far more than people expect. The Point Mugu private beach and campground is one of the best military perks in the country — Southern California coastline reserved for military families. Beyond that: Point Mugu State Park for hiking, Channel Islands National Park for kayaking and wildlife, Malibu beaches just 15 minutes south, Camarillo Premium Outlets, and a world-class food and drink scene across Port Hueneme, Oxnard, and Ventura. Los Angeles is 90 minutes away for theme parks, pro sports, and entertainment. Santa Barbara is an easy day trip at about an hour north. This is genuinely one of the best quality-of-life locations in the Navy.

What major units and commands are at NBVC?

NBVC hosts over 100 tenant commands. The major ones include the Naval Air Warfare Center Weapons Division (NAWCWD) at Point Mugu — the Navy’s primary weapons testing and evaluation command for air-launched weapons; the Pacific Seabees at Port Hueneme (Naval Mobile Construction Battalions); Naval Facilities Engineering Systems Command Southwest (NAVFAC SW); and numerous fleet and support commands. The installation functions as both a logistics hub and a weapons testing center, giving it a unique dual mission that shapes the tempo and culture of both installations.

What are the gate hours at NBVC?

At Port Hueneme, the Sunkist Gate is open 24/7 and is the primary access point; Victoria Gate is open 0600–1800 on weekdays only (outbound only after 1700). At Point Mugu, Gate 3 (Las Posas) is open 24/7; Gate 1 (Main Road) is open 0600–1700 Monday–Friday; Gate 2 (North Mugu Road) is currently closed. For after-hours arrivals, use Sunkist Gate (Port Hueneme) or Gate 3 (Point Mugu). 100% ID checks are enforced at all access points.

Where do I check in when I arrive at NBVC?

If reporting to Point Mugu, check in at the Quarterdeck in Building 1 — it’s open 24 hours a day. If reporting to the CBC at Port Hueneme, check in at Building 1000 during working hours or call your battalion at 805-982-4571 after hours. For visitor access while you’re getting settled, the NBVC Visitor Center is at 1000 23rd Avenue, Building 1169, Port Hueneme (805-982-5037). Pass and ID is in the same building at Room 1600 (805-982-2916). Request a sponsor from your gaining command before you arrive — it makes the first 48 hours significantly smoother.
