Military Bases in New Hampshire: PCS Guide

TL;DR: New Hampshire hosts three active military installations — Portsmouth Naval Shipyard, Pease Air National Guard Base, and New Boston Space Force Station — plus a robust National Guard presence in Concord. This guide covers 2026 housing, BAH, schools, state tax advantages, and VA loan specifics for every military family headed to the Granite State.

New Hampshire is small, but its military footprint punches well above its weight. You have the nation’s oldest continuously operating shipyard right on the Maine border. You have a KC-46 tanker wing conducting aerial refueling missions from a Seacoast base that also sits inside a Tradeport. Additionally, you have a Space Force satellite tracking station tucked into rolling hills west of Manchester. Each installation serves a completely different mission — and sends families into very different communities. However, they all share one enormous advantage: New Hampshire has no state income tax. That single fact changes the math on every paycheck, every BAH decision, and every VA loan calculation your family will make here.

Use this guide to understand what your assignment actually means for your day-to-day life in 2026.

Seacoast Region: Portsmouth Naval Shipyard and Pease ANGB

The Seacoast Region anchors New Hampshire’s largest military community. Portsmouth Naval Shipyard and Pease Air National Guard Base sit within three miles of each other, and both draw families into the same coastal real estate market. This is one of New England’s most desirable areas to live. However, it is also one of its most expensive.

Portsmouth Naval Shipyard

Here is the first thing you need to know: Portsmouth Naval Shipyard sits on Seavey’s Island in Kittery, Maine — not technically in New Hampshire. However, the shipyard’s host community is Portsmouth, NH, and the overwhelming majority of sailors and their families live on the New Hampshire side of the Piscataqua River. Established on June 12, 1800, Portsmouth Naval Shipyard is the oldest continuously operating public shipyard in the United States.

The shipyard’s mission is the safe overhaul, repair, and modernization of the Navy’s nuclear-powered attack submarine fleet — specifically Los Angeles-class and Virginia-class submarines. As of 2026, the shipyard employs more than 6,500 federal workers. In February 2026, the USS New Mexico (SSN 779), a Virginia-class attack submarine, arrived at PNSY for a major scheduled overhaul — continuing the shipyard’s role as America’s leader in submarine maintenance and modernization.

One important distinction sets PNSY apart from most Navy bases: this is primarily a civilian-workforce shipyard. Sailors assigned here are typically overseeing or participating in maintenance availabilities on their own boats. Expect a very different daily work environment than a fleet concentration area. The operational tempo is high, but the nature of the work — and the community — is distinctly different from a carrier-centric homeport.

On-base housing

On-base housing at Portsmouth Naval Shipyard is privatized and managed by Balfour Beatty Communities. Call (207) 439-5052 to check availability for your rank and family size. Balfour Beatty offers two- to five-bedroom single-family homes and townhomes with varying amenities including washer/dryer hookups, carports, patios, and dishwashers. Single sailors in the E1–E3 range and most E4s are required to live in Unaccompanied Housing on base. The UH building is conveniently located on the shipyard and includes lounges, laundry facilities, and vending machines. Reach the Unaccompanied Housing office at (207) 438-1749 or (207) 438-1513, Monday through Friday, 6 a.m. to close. The Housing Services Office (HSO) at (207) 438-2732 is your first call when orders arrive — they handle referrals, relocation assistance, lease guidance, and tenant-landlord disputes. The HSO is your advocate if you encounter issues with Balfour Beatty.

Off-base neighborhoods

Portsmouth, NH carries a cost-of-living index of 148 — roughly 1.5 times the national average, with housing as the largest driver. The median home value in Portsmouth sits near $764,966. For that reason, many PNSY families stretch outward into surrounding communities that offer more space for the dollar.

Dover is consistently the top choice. It sits about 12 miles from the shipyard, offers solid school options, and runs notably more affordable than Portsmouth proper. Additionally, Somersworth, Rochester, and Berwick, Maine all provide more affordable rents and purchase prices for families prioritizing space and value. Kittery, Maine sits closest to the shipyard gate but carries its own high price premium. Newmarket and Durham offer a college-town feel with University of New Hampshire proximity — rental competition from students is real, but community infrastructure is strong. Your 2026 BAH for the Portsmouth area increased 3.8% from 2025, and Portsmouth ranks among the top 20 highest BAH rates for all Navy installations nationwide. Use the DoD BAH Calculator with your pay grade and ZIP code to see your exact 2026 rate. For comprehensive breakdowns, visit our 2026 BAH rates guide.

Schools near Portsmouth Naval Shipyard

No DoDEA schools operate in New Hampshire. All military children attend local public schools. Portsmouth School District serves most families living in Portsmouth itself. Dover School District is a popular choice for PNSY families, offering well-regarded elementary through high school options. Oyster River Cooperative School District in Durham scores well academically and draws military families near the UNH corridor. Kittery, Maine families attend School Administrative District 35. Contact the Naval Branch Health Clinic Portsmouth at (888) 628-9633 for medical appointments. TRICARE East (Humana Military) covers the New Hampshire region — call (800) 444-5445 for provider or enrollment questions.

Pease Air National Guard Base

Pease ANGB sits in Newington, New Hampshire, roughly three miles south of Kittery, Maine and 55 miles north of Boston. The installation covers approximately 220 acres within the larger Pease International Tradeport — a unique civilian commercial and industrial park built on the former Pease Air Force Base after its BRAC closure in 1991. The 157th Air Refueling Wing calls Pease home, operating the KC-46A Pegasus aerial refueling tanker. In 2014, the Air Force announced the 157th would become the first Air National Guard unit to receive the KC-46A. Transition from the KC-135R was completed in February 2021. The official wing website is 157arw.ang.af.mil.

The wing’s mission extends aerial refueling capability to Air Force, Navy, Marine Corps, and allied nation aircraft — stretching their range and enabling extended global operations. Since 2009, the active-duty 64th Air Refueling Squadron has served as an associate unit at Pease, creating a blended Guard/active structure. Full-time base population runs approximately 380, surging to as many as 950 during monthly drill weekends. The base address is 302 Newmarket Street, Building 100, Pease ANGB, NH 03803. The main line is (603) 430-3514.

On-base housing

Pease ANGB does not offer on-base family housing. Most active-associate personnel and their families live in the surrounding Seacoast communities and commute to the flight line. The base provides limited Unaccompanied Housing for single active-duty personnel. For medical appointments through the Health Services Office, call +1 (603) 429-3220. The Family Support Center — offering counseling, financial support, and deployment assistance — is reachable at +1 (603) 429-3240. Legal assistance for wills, powers of attorney, and other legal matters can be reached at +1 (603) 429-3230. Note that Pease ANGB has no on-base commissary or Exchange. The closest commissary is Portsmouth Naval Shipyard. Fox Run Mall in Newington sits just minutes from the gate and covers most retail needs.

Off-base neighborhoods

Pease families draw from the same Seacoast housing pool as PNSY sailors. Newington itself is small and primarily commercial, so virtually all housing sits in surrounding towns. Portsmouth, Dover, Durham, Exeter, and Stratham are the most common choices for Pease families. Exeter in particular offers strong schools and a classic New England small-city feel. Greenland and Newmarket provide quieter, more suburban options at somewhat lower price points. Furthermore, Hampton and Hampton Falls offer beach-community living about 10 miles south of the base — though coastal premiums apply there as well.

Families stationed at Pease as active associates should confirm their BAH military housing area with finance before house hunting. The Pease area falls within the Portsmouth MHA and that 3.8% 2026 increase applies to active associate personnel. Plan around Rockingham County’s 2026 VA loan limit of $914,250 — notably higher than the $832,750 national baseline — reflecting the area’s elevated home prices. See our VA Home Loan guide for how to maximize your benefit in this market.

Schools near Pease ANGB

Portsmouth School District covers most of the Pease footprint, though the installation itself falls within Newington, which operates a very small public school for younger grades before partnering with surrounding districts. Exeter Region Cooperative School District is a strong option for families settling in Exeter or Stratham, with Exeter High School covering grades 9–12. Military families throughout New Hampshire benefit from the Interstate Compact on Educational Opportunity for Military Children (MIC3), which smooths enrollment transfers, protects extracurricular participation, and eliminates redundant graduation credit requirements when orders bring you mid-year.

South-Central Region: New Boston Space Force Station and Concord

Fewer military families PCS directly to New Hampshire’s south-central region, but those who do find a very different lifestyle than the Seacoast. Manchester — New Hampshire’s largest city — anchors this area. Housing costs run significantly lower than Portsmouth. The commute to New Boston Space Force Station is manageable from multiple communities. Additionally, this region puts you closer to the state’s legendary outdoor recreation in the Lakes Region and White Mountains.

New Boston Space Force Station

New Boston Space Force Station (call sign: BOSS) occupies more than 2,800 acres straddling three towns — New Boston, Amherst, and Mont Vernon — in Hillsborough County, roughly eight miles west of Manchester. The installation transferred from the U.S. Air Force to the U.S. Space Force in summer 2020, becoming one of New Hampshire’s most unique — and least visible — military footprints. Its most distinctive features are the weatherproof radomes dotting the hillside, each covering a satellite dish used for on-orbit tracking and commanding. Learn more at the Peterson-Schriever Space Force Base New Boston page.

The 23rd Space Operations Squadron operates the largest Satellite Control Network remote tracking station in the Space Force from this location. The mission covers real-time on-orbit tracking, telemetry, commanding, and mission data retrieval — supporting DoD satellites, NASA missions, NATO operations, and since 2020, commercial SpaceX launch telemetry. The installation sits on largely undeveloped forest land, with only roughly 200 acres comprising the active operational area. It is a genuinely quiet assignment in a rural New Hampshire setting.

On-base housing

New Boston SFS does not offer on-base family housing. The installation is a small operational facility, and most personnel commute from Manchester, Bedford, Amherst, or nearby towns. However, the station operates a remarkable outdoor recreation area — one of the Space Force’s best-kept secrets. Twelve primitive campsites are available on the installation grounds around four ponds, plus two furnished cabins on Joe English Pond available from Memorial Day through October. Cabin rates run $85–$100 per night depending on the day of the week, with a $600 weekly rate. Campsites cost $20 per night and operate on a self-service basis. Contact NBSFS Outdoor Recreation for cabin reservations.

Off-base neighborhoods

Manchester proper is the most common base community for NBSFS personnel, offering a wide range of housing types at considerably more affordable prices than the Seacoast. Median home values in Manchester run roughly 35–40% below Portsmouth. Bedford, just south of Manchester, consistently ranks among New Hampshire’s top communities for families and schools — it is the reason many military families choose it over Manchester despite slightly higher housing costs. Amherst and Mont Vernon, which border the installation, offer rural New England character with quick access to the gate. Furthermore, Goffstown and New Boston itself are small, quiet towns with very low cost of living and strong community ties. Manchester BAH rates are lower than Portsmouth rates — verify your specific military housing area with finance before committing to a lease or purchase. Use our 2026 BAH guide to compare Manchester area rates against your budget.

Schools near New Boston Space Force Station

Manchester School District is the largest in New Hampshire. Bedford School District routinely earns high academic marks statewide — it is the primary reason many military families choose Bedford over Manchester despite the higher housing cost. Amherst School District serves the immediate NBSFS area and offers strong K–12 programming in a smaller-town environment. As throughout New Hampshire, no DoDEA schools operate here. Local public districts are your full option set, and the MIC3 compact protects your children’s enrollment and credit transfers.

New Hampshire Army National Guard Headquarters, Concord

The SSG Michael R. Noel Military Reservation at 1 Minuteman Way in Concord serves as the headquarters for both the New Hampshire Army National Guard and Joint Force Headquarters. The AG HQ line is (603) 225-1326. The National Guard Education Center, which helps Guard members pursue education benefits, is reachable at (603) 225-1207. Concord itself is New Hampshire’s capital city, offering solid value — median home prices fall well below the Seacoast, while quality of life, dining, and services remain strong. TRICARE East covers New Hampshire Guard and Reserve members when activated. The New Hampshire National Guard website provides the most current unit, family readiness, and benefit information.

Additionally, the Armed Forces Reserve Center in Londonderry at 64 Harvey Road, Suite 123 — phone (603) 537-8135 — serves Reserve component personnel near the Manchester area. Londonderry’s location close to Manchester-Boston Regional Airport makes travel logistics more manageable during activations, mobilizations, and annual training cycles.

Living in New Hampshire as a Military Family

New Hampshire will surprise you. Most military families arrive expecting a New England version of any other assignment — they leave understanding why so many choose to stay after ETS. However, the Granite State has real challenges that deserve honest coverage before you sign a lease or make an offer.

The winters are serious business

New Hampshire winters demand respect. Seacoast areas see Atlantic moisture, producing ice storms that make driving genuinely dangerous for days at a stretch. The further north and inland you go, the heavier and more frequent the snowfall becomes. Manchester and Concord typically receive 55–65 inches of snow annually. The White Mountains can see double that. Budget for quality snow tires — they are strongly recommended and in some conditions functionally mandatory. Additionally, heating costs run high from November through March. Natural gas is the most common fuel in the Seacoast area. Heating oil dominates in rural areas. Factor $200–$400 per month in heating costs into your off-base housing budget depending on home size and fuel type.

No sales tax and no income tax — the math matters

New Hampshire is one of only a handful of states with no personal income tax and no sales tax. For military families, this combination is significant. Your BAH, your basic pay, and your special pays all arrive without state income tax withheld. Your shopping trips carry no sales tax. Furthermore, TSP distributions and military retirement pay face no state taxation. The Interest and Dividends Tax — previously New Hampshire’s only individual-level tax — was fully repealed for periods beginning after December 31, 2024. In 2026, New Hampshire is genuinely a zero-income-tax state. That distinction makes a real difference for families deciding whether to rent or buy during even a short-tour assignment here.

The Seacoast housing market is competitive

Portsmouth and its surrounding towns remain one of the most competitive real estate markets in New England. Inventory stays tight throughout the year. Multiple-offer situations are common for well-priced homes in Portsmouth, Dover, and Exeter. Median home values in Portsmouth hover near $765,000 — a price point that can feel aggressive against your BAH without a VA loan. Dover and Somersworth offer considerably more space for the money without sacrificing much commute time. If you are buying, prioritize your pre-approval timeline. The VA loan gives you a powerful edge — $0 down, no PMI, and competitive rates. However, some NH sellers remain cautious about VA appraisals. Work with a military-savvy agent who can frame your offer effectively.

Outdoor recreation is genuinely world-class

New Hampshire is one of the best outdoor states in the country for active military families. The White Mountains include 48 peaks over 4,000 feet, hundreds of miles of hiking trails, and world-class ski resorts including Cannon Mountain where active-duty and veterans receive discount lift tickets. Lake Winnipesaukee sits about an hour from both the Seacoast and Manchester, offering boating, kayaking, and fishing from Memorial Day through fall. Moreover, Hampton Beach provides a classic New England beach experience just 12 miles from Pease ANGB. The entire state offers free admission to state parks for resident veterans with any VA disability rating — and that benefit starts the day you establish residency.

Boston is close — but that cuts both ways

New Hampshire’s location 50–90 miles north of Boston means world-class healthcare, multiple major airports, professional sports, and top-tier entertainment are within reach. However, Boston proximity also drives housing prices in the state’s southern tier. Nashua — 40 miles from Boston — runs substantially higher home prices than central New Hampshire. Similarly, traffic on I-93 and I-95 southbound backs up predictably on weekend mornings and Friday afternoons. If your commute takes you toward the Massachusetts line, budget the time accordingly, especially from the Seacoast during summer beach season.

Deployment tempo and Guard family reality

For NH National Guard and Reserve families, deployment tempo has been steady rather than relentless. The 157th Air Refueling Wing deploys personnel regularly in support of combatant command refueling requirements, and 12-month overseas deployments happen on rotation. Guard families near Concord should connect early with NH National Guard State Family Programs, which establishes communication, involvement, support, and recognition programs designed specifically for the part-time military community. Deploy-leave-redeploy cycles feel different when your unit is down the road instead of across the country — build your local support network before deployment begins.

Military families in New Hampshire use their BAH to buy — and it works. With no state income tax, zero-down VA loans, and BAH rates that increased 3.8–4.2% in 2026, this market rewards those who move quickly and come prepared. Our VA loan specialists know New Hampshire real estate and can get your pre-approval in place before your household goods even ship.

VA Home Loans in New Hampshire

New Hampshire is one of the stronger VA loan markets in New England — and 2026 brings even better buying power across the board. Understanding the numbers before your orders finalize is critical.

2026 VA loan limits for New Hampshire

Veterans with full VA loan entitlement face no hard purchase cap in any county. However, county conforming loan limits still matter for partial entitlement situations and for comparing your buying power to the local market. Rockingham County — home to Portsmouth Naval Shipyard and Pease ANGB — carries a 2026 conforming loan limit of $914,250, reflecting the area’s elevated home values. That figure sits well above the national baseline of $832,750. Hillsborough County, covering New Boston Space Force Station and Manchester, uses the national baseline of $832,750. For most Seacoast families using full entitlement, these limits do not restrict your purchase — they confirm that the VA’s backing extends comfortably into the Portsmouth price range without requiring a down payment.

Why the VA loan makes sense here

Portsmouth and the Seacoast region present a specific challenge: high home prices, tight inventory, and sellers who sometimes prefer conventional buyers. Nevertheless, the VA loan remains the smartest financial tool for eligible families in this market. No private mortgage insurance saves $200–$400 per month on a typical Seacoast purchase. No down payment preserves your savings for closing costs, moving expenses, and the inevitable setup costs of a new home. Additionally, VA loan rates historically track below conventional rates — often by a meaningful margin. Pair that advantage with New Hampshire’s zero income tax environment and your monthly housing payment becomes genuinely competitive with — or better than — comparable rent in most Seacoast communities.

In Dover, Somersworth, and Rochester, BAH can often fully cover the principal and interest payment on a VA-financed home in the $350,000–$475,000 range. In Portsmouth proper, you will likely see a gap between BAH and monthly payment at higher price points — but you are building equity rather than covering a landlord’s mortgage. Use our VA Home Loan guide to explore your full options, and read our PCS tax write-offs guide to understand what moving expenses you can deduct from your federal return.

New Hampshire State Financial and Veteran Benefits

New Hampshire ranks among the most financially friendly states for military families in the country. Here is what your family can take advantage of immediately upon arrival in 2026.

Income and tax advantages

New Hampshire levies no personal income tax on earned income. Military base pay, BAH, BAS, and special pays are all received completely state-tax-free. Military retirement pay is fully exempt from state taxation. TSP distributions face no state income tax either. The Interest and Dividends Tax was completely repealed effective January 1, 2025 — leaving New Hampshire a true zero-income-tax state in 2026. Furthermore, there is no state sales tax, which benefits families purchasing vehicles, furniture, and household goods upon PCS arrival. That combination of no income tax and no sales tax can meaningfully increase your real purchasing power compared to most duty station states.

Property tax credits for veterans

New Hampshire municipalities administer property tax credits for qualifying veterans. The standard wartime veteran tax credit ranges from $51 to $750 annually, depending on municipal adoption. Cities and towns may separately adopt the All Veterans’ Tax Credit (RSA 72:28-b), which extends the benefit to any honorably discharged veteran who served at least 90 days of active duty — regardless of wartime designation. Surviving spouses of veterans killed in action may receive a credit of $700–$2,000. Veterans with 100% permanent and total service-connected disability ratings qualify for a credit of $700–$4,000 depending on local adoption. Veterans who received VA assistance to acquire a specially adapted home may qualify for a full property tax exemption on that property. Contact your local tax collector or the NH Division of Veterans Services to verify which credits your municipality has adopted and to file before the April 15 annual deadline.

Education benefits for Guard members

New Hampshire National Guard members may take courses tuition-free on a space-available basis at state-supported postsecondary institutions. Eligibility requires active Guard membership, completion of Advanced Individual Training or commissioning, and enrollment in a degree-enhancing curriculum at a state vocational school or community-technical college. Additionally, New Hampshire participates in the Interstate Compact on Educational Opportunity for Military Children — protecting military kids from credit loss, enrollment barriers, and extracurricular exclusions caused by mid-year PCS transfers.

Hunting, fishing, and state park benefits

New Hampshire provides free lifetime hunting, fishing, and trapping licenses to veterans with a 100% service-connected disability rating for a one-time $10 administrative fee. Veterans with 80–100% disability for at least two consecutive years qualify for a half-price lifetime license. All resident veterans with any VA disability rating receive free admission to New Hampshire state parks. Furthermore, active Guard members serving in pay grades E-1 through E-6 receive free park admission as well. These benefits apply immediately upon establishing New Hampshire residency — contact the NH Fish and Game Department for application procedures and documentation requirements.

Veterans’ services and burial benefits

New Hampshire operates one veterans’ home in Tilton, NH. Honorably discharged state resident veterans with at least 90 days of wartime service are eligible for residency and long-term care. The New Hampshire State Veterans Cemetery in Boscawen is open to veterans discharged under honorable conditions and their eligible dependents — and NH residency is not required for eligibility. Contact the cemetery at (603) 796-2026 for current eligibility criteria and scheduling. Veterans Services Officers throughout the state — listed on the NH Division of Veterans Services website — provide free claims assistance, benefit navigation, and referral services.

Frequently Asked Questions

Is Portsmouth Naval Shipyard actually in New Hampshire?

Technically, no. Portsmouth Naval Shipyard sits on Seavey’s Island in Kittery, Maine. However, the shipyard’s official host community is Portsmouth, New Hampshire, and the vast majority of sailors and their families live on the New Hampshire side of the Piscataqua River. Your BAH is calculated on the Portsmouth, NH military housing area. Your children attend New Hampshire public schools. For practical PCS purposes, you are living and working in the Portsmouth, NH community — the Maine address on your orders is administrative, not residential.

What is the BAH increase for Portsmouth in 2026?

Portsmouth area BAH rates increased 3.8% in 2026 from 2025 levels. Portsmouth Naval Shipyard ranks among the top 20 highest BAH rates for all Navy installations in the country. Service members with dependents receive approximately 21.4% more BAH than those without dependents. Use the DoD BAH Calculator with your pay grade and the 03801 ZIP code to find your exact 2026 rate, then visit our 2026 BAH guide for full context.

Does New Hampshire tax military pay or retirement?

No. New Hampshire has no personal income tax on earned income, which includes military base pay, BAH, and special pays. Military retirement pay is fully tax-exempt at the state level. The state’s Interest and Dividends Tax was completely repealed effective January 1, 2025, leaving New Hampshire a true zero-income-tax state in 2026. TSP distributions are also not subject to state taxation. Check our 2026 military pay charts to see your full compensation picture.

What is the VA loan limit for Rockingham County in 2026?

Rockingham County — which includes Portsmouth, Dover, Exeter, and the Seacoast area — carries a 2026 conforming loan limit of $914,250. Veterans with full VA entitlement face no hard loan cap regardless of this limit. However, this figure means the VA will back loans up to $914,250 without requiring a down payment for eligible full-entitlement borrowers. It is one of the higher county limits in New England, reflecting the Seacoast’s elevated home values. Hillsborough County uses the national baseline of $832,750.

Are there DoDEA schools in New Hampshire?

No. New Hampshire does not have any Department of Defense Education Activity schools. All military children attend local public school districts. The most popular choices near Portsmouth Naval Shipyard and Pease ANGB include Portsmouth School District, Dover School District, and Exeter Region Cooperative School District. New Hampshire participates in the Interstate Compact on Educational Opportunity for Military Children, which protects students during mid-year transfers and eliminates barriers to extracurricular participation.

What is Pease ANGB’s mission in 2026?

Pease Air National Guard Base is home to the 157th Air Refueling Wing, flying the KC-46A Pegasus aerial refueling tanker. The wing provides aerial refueling to Air Force, Navy, Marine Corps, and allied nation aircraft — extending their operational range globally. The base also hosts the active-duty 64th Air Refueling Squadron as an associate unit. Full-time base population runs approximately 380, with up to 950 personnel during monthly drill periods. The base address is 302 Newmarket Street, Building 100, Newington, NH 03803.

What does New Boston Space Force Station do?

New Boston Space Force Station hosts the 23rd Space Operations Squadron, operating the largest Satellite Control Network remote tracking station in the Space Force. The mission covers on-orbit tracking, telemetry, commanding, and mission data retrieval for DoD satellites, NASA missions, NATO operations, and since 2020, commercial SpaceX launch telemetry. The 2,800-acre installation sits in rural Hillsborough County and is a small, quiet operational assignment near Manchester.

What off-base communities do PNSY families typically choose?

Dover is the most popular choice for Portsmouth Naval Shipyard families — it offers solid schools, more affordable housing than Portsmouth proper, and a roughly 12–15 minute commute to the shipyard. Somersworth, Rochester, Exeter, and Newmarket are also common choices. Kittery, Maine is the geographically closest option but carries a price premium. Many families also choose Durham for its university-town amenities near UNH. Avoid committing to a long-distance lease before visiting in person — neighborhood character varies considerably across just a few miles in this market.

What veteran property tax credits does New Hampshire offer?

New Hampshire offers multiple property tax credits for veterans. The standard wartime veteran credit ranges from $51–$750 annually depending on the municipality. The All Veterans’ Tax Credit extends benefits to honorably discharged veterans with 90+ days of active service even outside designated wartime periods. Veterans with 100% permanent, total service-connected disability may qualify for credits of $700–$4,000. Surviving spouses of killed-in-action veterans may receive $700–$2,000. Contact your local tax collector and file your application before April 15 to qualify for that tax year.

Is it better to rent or buy near Portsmouth in 2026?

For families staying two or more years, buying typically makes stronger financial sense in the Portsmouth market. Rental inventory is tight, vacancy rates are low, and monthly rents frequently exceed a comparable VA loan payment on similar square footage. New Hampshire’s zero income tax increases your effective take-home pay, strengthening your monthly cash flow. Furthermore, the $0 down VA loan removes the traditional barrier to entry for first-time buyers. The key variable is your tour length — under two years, renting often wins. Over two years, buying with a VA loan in New Hampshire’s tax environment typically comes out meaningfully ahead.

What medical care is available near Portsmouth Naval Shipyard?

The Naval Branch Health Clinic Portsmouth at One Ayres Circle, Building H-1, provides primary care and basic services for active-duty and eligible beneficiaries. Appointments can be made at (888) 628-9633 or (207) 438-4940. TRICARE East (Humana Military) covers the New Hampshire region for civilian network care — call (800) 444-5445. Martin’s Point Health Care also serves TRICARE beneficiaries in New Hampshire at (888) 241-4556. For veterans, the VA Manchester Healthcare System at 718 Smyth Road in Manchester provides comprehensive veteran healthcare.

How do I access New Hampshire state park benefits as a veteran?

New Hampshire resident veterans with any VA disability rating receive free admission to all state parks — show your VA ID or disability rating documentation at the entrance. Guard members in E-1 through E-6 also qualify for free park admission. Veterans with 100% service-connected disability can obtain a free lifetime hunting, fishing, and trapping license through NH Fish and Game for a one-time $10 administrative fee. Contact the NH Division of Veterans Services at (603) 624-9230 for full benefit verification, application guidance, and help finding your local Veterans Services Officer.

Key Takeaways

  • New Hampshire hosts three distinct military communities. The Seacoast (PNSY and Pease ANGB near Portsmouth), south-central NH (New Boston Space Force Station near Manchester), and Concord (NH ARNG HQ) each offer different housing markets, school districts, and cost profiles.
  • Portsmouth Naval Shipyard is technically in Maine. However, it functions entirely as a New Hampshire assignment for BAH, housing, and community life. Portsmouth, Dover, and Exeter are the top family communities near PNSY.
  • New Hampshire has no income tax — at all. As of January 1, 2025, the Interest and Dividends Tax was fully repealed. Military pay, retirement, BAH, and TSP distributions all arrive state-tax-free in 2026, meaningfully improving your real take-home pay.
  • Portsmouth area BAH increased 3.8% in 2026. It ranks among the nation’s top 20 highest Navy BAH rates. Rockingham County’s VA loan limit is $914,250 — above the national baseline — giving you strong buying power in a high-cost market.
  • The VA loan is especially powerful here. Zero down, no PMI, and competitive rates make the math work in communities like Dover and Somersworth even in a competitive inventory environment.
  • Cold winters require a real budget. Plan for snow tires, $200–$400/month in heating costs from November through March, and genuine winter driving conditions on Seacoast roads.
  • Veteran property tax credits vary by municipality. File before April 15 each year. Veterans with 100% P&T disability may qualify for credits up to $4,000 or a full exemption if the home was VA-assisted.
  • Outdoor recreation is exceptional. Free state park access, the White Mountains, Lake Winnipesaukee, Hampton Beach, and ski discounts for veterans make New Hampshire a quality-of-life win for outdoor-oriented families at every installation.
