California military installations at a glance

California hosts 44 military installations across every branch of the Armed Forces. For PCS planning, the state breaks down into three distinct regions: Southern California (the largest military cluster), Central California, and Northern California. Each region has a different cost of living, climate, and lifestyle. Your BAH, housing options, and daily life will vary dramatically depending on which region you land in.

Southern California installations

The San Diego military cluster

San Diego is the largest military metro in California and arguably the most military-concentrated city in the country. Naval Base San Diego is the principal homeport of the Pacific Fleet’s surface ships. NAS North Island (part of Naval Base Coronado) supports carrier aviation. MCRD San Diego trains West Coast Marine recruits. MCAS Miramar is home to the 3rd Marine Aircraft Wing. Together, these installations employ tens of thousands of active-duty personnel and drive the regional economy.

On-base housing

Lincoln Military Housing manages most San Diego–area Navy and Marine Corps family housing. Waitlists frequently run 6–12 months for popular neighborhoods, so contact them as soon as you receive orders. Notably, on-base housing at Naval Base San Diego and Coronado is among the most competitive in the entire military because of the area’s high off-base costs. Off-base neighborhoods

Popular military family neighborhoods in San Diego include Chula Vista, Imperial Beach, Clairemont, Tierrasanta, and Coronado (if you can afford it). Many families also look at Eastlake and Otay Ranch for newer construction with more space. Expect to pay $2,800–$3,800/month for a 3-bedroom rental in most family-friendly neighborhoods. Additionally, Coronado itself is walkable to NAS North Island but carries a significant price premium. Research commute times carefully — San Diego traffic on I-5 and I-15 during rush hour can turn a 15-mile drive into a 45-minute ordeal.

Camp Pendleton

Marine Corps Base Camp Pendleton is the Marines’ largest West Coast expeditionary base, stretching across 125,000 acres of Southern California coastline between San Diego and Orange County. It supports the I Marine Expeditionary Force and multiple combat units. For families, Pendleton offers an unusually wide range of on-base housing areas spread across the installation.

On-base housing

Lincoln Military Housing manages Camp Pendleton family housing across multiple neighborhoods: San Onofre, Las Pulgas, Mainside, Wire Mountain, and others. Some neighborhoods have shorter waits than others, so ask about all available options.

Off-base neighborhoods

Oceanside is the primary off-base city for Camp Pendleton families — it sits directly outside the main gate. Carlsbad (to the south) offers better schools but higher rents. Vista and San Marcos provide more affordable options with a slightly longer commute. Families stationed at the northern end of base sometimes look at San Clemente (Orange County), which is closer to the Las Pulgas and San Onofre areas. Fallbrook, a small inland community, attracts families who want rural space at lower prices.

MCAGCC Twentynine Palms

The Marine Corps Air Ground Combat Center at Twentynine Palms is the largest Marine Corps base in the world by area. It specializes in live-fire combined arms training and desert warfare preparation. The location is remote — the nearest major city (Palm Springs) is about 45 minutes south. Families either love the tight-knit community and low cost of living or struggle with the isolation. Consequently, honest expectations matter here more than almost any other California duty station.

On-base housing

Lincoln Military Housing manages family housing at Twentynine Palms: (760) 830-6868. Living on base is the most common choice for families because off-base options in the surrounding communities are limited.

Off-base neighborhoods

The town of Twentynine Palms and neighboring Joshua Tree offer affordable rentals ($1,400–$2,200/month for a 3-bedroom), but amenities are sparse. Yucca Valley (about 20 minutes west) has more shopping and dining options. Some families commute from Palm Desert or Cathedral City for better schools and more suburban amenities, though the drive adds 45–60 minutes each way.

Los Angeles AFB and March ARB

Los Angeles Air Force Base in El Segundo is the headquarters for Space Systems Command and a major Space Force hub. It sits in the LA metro’s South Bay area, close to Manhattan Beach and Hermosa Beach. Notably, there is no on-base housing at LA AFB. All families live off-base in the surrounding communities.

March Air Reserve Base in Riverside (about 60 miles east of LA) supports Air Force Reserve, Army Reserve, and Navy Reserve units. Like LA AFB, March has no on-base family housing. Families live in Riverside, Moreno Valley, or Corona. The Inland Empire is significantly more affordable than coastal LA — expect $2,000–$2,800/month for a 3-bedroom rental.

Fort Irwin / National Training Center

Fort Irwin is the Army’s premier training center, located in the Mojave Desert about 37 miles northeast of Barstow. The National Training Center (NTC) conducts large-scale force-on-force exercises for deploying units. This is one of the most remote duty stations in the continental U.S. — Barstow is the closest town with grocery stores and basic services.

On-base housing

Lend Lease manages Fort Irwin family housing: (760) 380-5054. Most families choose on-base housing because the commute from Barstow (37 miles of desert highway) makes off-base living impractical for daily life. On-base amenities include a commissary, PX, pool, bowling alley, and youth center.

Off-base neighborhoods

Barstow is the default off-base option, though the commute is long and the community is small. Some families live in Victorville or Hesperia (about 70 miles south via I-15) for better schools and more amenities, but the daily commute is significant. Fort Irwin schools on post include Lewis Elementary, Tiefort View Intermediate, and Fort Irwin Middle School (Silver Valley Unified School District). Naval Base Ventura County

Naval Base Ventura County (NBVC) includes two primary facilities: Point Mugu and Port Hueneme, located along the coast northwest of Los Angeles. Point Mugu supports naval air warfare testing and evaluation. Port Hueneme is home to the Naval Construction Battalion Center (the Seabees) and handles military cargo operations. The Ventura County coastline offers a Southern California beach lifestyle at slightly lower prices than LA or San Diego.

On-base housing

On-base housing is available at both Point Mugu and Port Hueneme through Lincoln Military Housing. Contact them for current waitlist times. Families stationed at NBVC generally have more housing flexibility than those at San Diego installations because the surrounding communities are less congested.

Off-base neighborhoods

Oxnard, Camarillo, and Ventura are the primary off-base communities. Camarillo offers well-rated schools and a family-friendly suburban feel. Oxnard is closest to the bases and more affordable. Ventura provides a downtown coastal vibe with restaurants and local shops. Thousand Oaks (farther inland) has some of the top-rated schools in the region but comes with higher rents and a longer commute.

Edwards AFB and NAWS China Lake

Edwards Air Force Base, in the western Mojave Desert, is the Air Force’s premier flight test center. It has a legendary history in aerospace — Chuck Yeager broke the sound barrier here. The base supports the 412th Test Wing and various test programs. Families stationed at Edwards generally live on base or in nearby Rosamond, Lancaster, or Palmdale.

Naval Air Weapons Station China Lake, about 150 miles north of Los Angeles near Ridgecrest, is the Navy’s largest single land holding. It focuses on weapons research, development, and testing. Ridgecrest (population ~29,000) is the primary off-base community. Both Edwards and China Lake offer a quieter, more affordable lifestyle than coastal California. However, the desert heat is intense — summer temperatures regularly exceed 110°F.

Central California installations

Vandenberg Space Force Base

Vandenberg SFB, on the Santa Barbara County coast, hosts Space Launch Delta 30 and is central to the Space Force’s launch operations. The base launches satellites for the Space Force, DoD, NASA, and commercial partners like SpaceX. Equally impressive is the location — ocean bluffs, rolling fog, and wildlife everywhere. Families consistently describe Vandenberg as one of the more beautiful assignments in the military.

On-base housing

Balfour Beatty Communities manages Vandenberg family housing: (805) 734-3434. Housing neighborhoods sit near the coast, and many homes have been recently renovated. Waitlists vary by season, so apply early.

Off-base neighborhoods

Lompoc is the closest city to the main gate and the most affordable option. Santa Maria (15–20 minutes east) offers more shopping, dining, and school choices. Solvang and Buellton appeal to families who want a quieter, wine-country lifestyle with a moderate commute. The Santa Barbara coastline is within weekend reach. NAS Lemoore

Naval Air Station Lemoore, in the San Joaquin Valley about 30 miles south of Fresno, is the Navy’s newest and largest Master Jet Base. It supports multiple Super Hornet and Growler squadrons. The cost of living here is dramatically lower than coastal California. Families who struggle with coastal housing costs often find Lemoore to be a welcome relief.

On-base housing

Lincoln Military Housing manages NAS Lemoore family housing: (559) 998-0028. Family neighborhoods are well-maintained and convenient. Wait times tend to be shorter than at coastal installations.

Off-base neighborhoods

The city of Lemoore is small and affordable. Hanford (10 minutes east) is the larger nearby town with more retail and restaurant options. Visalia (30 minutes southeast) offers the best schools and most suburban feel in the area. Some families commute from Fresno for urban amenities, but the drive adds 40–50 minutes. Central Union School District serves elementary students (two on-base schools: Akers and Neutra). Lemoore Union High School District handles secondary education. NAS Lemoore SLO: (559) 998-2242.

Naval Postgraduate School and Presidio of Monterey

The Naval Postgraduate School (NPS) in Monterey serves graduate-level military education. The Presidio of Monterey is home to the Defense Language Institute Foreign Language Center (DLIFLC), where service members study intensive language programs. Monterey is one of the most desirable duty stations in California — a coastal town with world-class scenery, excellent restaurants, and a strong sense of community.

On-base housing

On-base housing at the Presidio is limited. Most NPS and DLI students live off-base. The Presidio housing office can provide current availability: (831) 242-5050.

Off-base neighborhoods

Monterey, Pacific Grove, Seaside, and Marina are the primary off-base options. Pacific Grove is quiet and charming. Seaside and Marina are more affordable and popular with military families. Salinas (15 minutes inland) offers the lowest rents in the area. Monterey Peninsula Unified School District serves most military families and has strong multilingual support programs for DLI families.

Northern California installations

Travis AFB

Travis Air Force Base, between San Francisco and Sacramento, is home to the 60th Air Mobility Wing — the largest air mobility organization in the Air Force. Travis handles more cargo and passengers than any other U.S. military air terminal. The location gives families access to two major metro areas while maintaining a more affordable cost of living than the Bay Area.

On-base housing

Corvias manages Travis AFB family housing. On-base neighborhoods include Thunderbird Village, Eagle’s Nest, and others spread across the installation. Contact Corvias at (707) 437-4357 to get on the waitlist.

Off-base neighborhoods

Fairfield is the primary off-base city and sits right outside the main gate. Vacaville (15 minutes east) offers better shopping and newer suburban development. Suisun City has a charming waterfront area and slightly lower rents. Dixon and Davis appeal to families willing to commute for university-town amenities and top-rated schools. Travis Unified School District (A-rated by California, military-familiar): (707) 437-4604. Fairfield-Suisun USD: (707) 399-5000. Vacaville USD: (707) 453-6100. Travis has two on-base elementary schools: Scandia and Travis.

Beale AFB

Beale Air Force Base, about 40 miles north of Sacramento, supports the 9th Reconnaissance Wing and high-altitude ISR (intelligence, surveillance, and reconnaissance) operations. The surrounding area is rural and affordable. Families who enjoy outdoor recreation — fishing, hiking, river access — tend to thrive at Beale.

On-base housing

Balfour Beatty Communities manages Beale AFB housing: (530) 634-2505. On-base housing is available across several neighborhoods, and wait times are generally shorter than at most California installations.

Off-base neighborhoods

Marysville and Yuba City are the closest off-base communities (10–15 minutes). Both are affordable — expect $1,600–$2,200/month for a 3-bedroom rental. Lincoln and Roseville (30–40 minutes south) offer access to Sacramento metro schools and amenities. Wheatland Union High School District and Live Oak USD serve the immediate area. Families commuting from the Sacramento suburbs have access to some of the best-rated school districts in Northern California.

Coast Guard Island Alameda

Coast Guard Island (Integrated Support Command Alameda) sits in the San Francisco Bay Area and supports Pacific Area Coast Guard operations. The Bay Area is one of the most expensive housing markets in the country. BAH for the San Francisco MHA reflects this — an E-5 with dependents receives $4,992/month in 2026, the highest rate in California. Most families live in Alameda, Oakland, or surrounding East Bay communities. The military community here is small but tight-knit.

2026 BAH rates in California

BAH (Basic Allowance for Housing) varies significantly across California — more than almost any other state. The difference between a San Francisco–area assignment and a Central Valley assignment can exceed $3,000/month for the same pay grade. Below are the 2026 BAH rates for an E-5 with dependents at every major California installation. Housing and cost of living by region

California’s housing market is one of the most expensive in the country. The statewide median home price as of early 2026 is approximately $820,000. However, costs vary enormously by region. Coastal installations (San Diego, Camp Pendleton, Monterey, Vandenberg) carry significant premiums. Inland and desert installations (Lemoore, Fort Irwin, Twentynine Palms, Edwards) are dramatically more affordable. Your BAH-to-rent ratio — and whether you can pocket savings or need to come out of pocket — depends entirely on where you are stationed.

San Diego: the largest military housing market in California

The San Diego metro median home price hovers near $925,000 in early 2026. Rental rates for a 3-bedroom home in family-friendly neighborhoods typically run $2,800–$3,800/month. Your E-5 with dependents BAH of $3,987 can cover rent in many areas, but you will likely spend most or all of it. Families buying homes here lean heavily on the VA home loan — zero down payment is a game-changer in a market this expensive.

Camp Pendleton area (Oceanside, Carlsbad, Vista)

Oceanside rents run $2,400–$3,200/month for a 3-bedroom. Carlsbad is pricier but has better-rated schools. Vista and San Marcos offer the best value in North County. Your Camp Pendleton BAH of $3,963/month (E-5 with dependents) generally covers a solid rental in Oceanside. However, Carlsbad will stretch your budget.

Los Angeles area (El Segundo, South Bay, Riverside)

LA AFB families face South Bay rental prices — expect $3,000–$4,000/month for a 3-bedroom near El Segundo, Manhattan Beach, or Redondo Beach. Your BAH of $2,811 may not fully cover coastal LA rents. Consequently, many LA AFB families look inland toward Hawthorne, Inglewood, or even the Inland Empire for more affordable housing. March ARB families in Riverside have it easier — the Inland Empire median home price is well below the state average, and $2,000–$2,800/month covers a comfortable family home.

Travis AFB area (Fairfield, Vacaville, Suisun City)

The Solano County market is moderate by California standards. Expect $2,200–$3,000/month for a 3-bedroom rental in Fairfield or Vacaville. Your Travis BAH of approximately $3,200/month (E-5 with dependents, increased 3.8% from 2025) generally covers housing comfortably. Some families pocket BAH savings here, especially in Suisun City or Dixon.

Vandenberg SFB area (Lompoc, Santa Maria)

Lompoc is one of the more affordable coastal California communities. Expect $1,800–$2,400/month for a 3-bedroom rental. Santa Maria offers similar pricing with more amenities. Your Vandenberg BAH of approximately $2,700/month should cover housing and potentially leave room in your budget.

Central Valley and desert installations (Lemoore, Fort Irwin, China Lake, Twentynine Palms)

These are the most affordable duty stations in California. Rents range from $1,200–$2,000/month for a 3-bedroom home in Lemoore, Barstow, Ridgecrest, or Twentynine Palms. BAH rates reflect the lower costs, but many families find they can pocket some savings. On-base housing is the default choice at Fort Irwin due to its remote location.

School districts by installation

School quality varies significantly across California’s military communities. The state does not have a statewide inter-district open enrollment mandate, but most districts offer intra-district open enrollment. Your installation’s School Liaison Officer (SLO) is your best resource for navigating school placement — contact them within your first week of arrival.

DoDEA (Department of Defense Education Activity) operates schools at select California installations, primarily in the Camp Pendleton area through the Pacific West District. Spouse employment in California

California has a massive job market, but spouse employment success varies wildly by installation. Coastal metro areas (San Diego, LA, the Bay Area) offer diverse career opportunities across healthcare, tech, defense contracting, and education. Rural and remote installations (Fort Irwin, Twentynine Palms, Lemoore, Beale) present fewer options, and many spouses rely on remote work or commute to larger cities.

License reciprocity

California approved military spouse license reciprocity legislation in 2021, and the federal SCRA allows spouses with valid licenses from another state to practice in California while on military orders. However, implementation varies by licensing board. Notably, California is not part of the Nurse Licensure Compact (NLC) as of 2026, which creates significant barriers for military nursing spouses. If you hold a nursing license, contact the California Board of Registered Nursing early to understand the process.

California military tax rules: an honest look

California has a reputation as a high-tax state, and for good reason — its top marginal income tax rate is 13.3%, the highest in the nation. However, military families get several important protections and new benefits as of 2026.

Active-duty pay

If you are stationed in California but your state of legal residence is elsewhere, California cannot tax your active-duty military pay. This is federal law under the SCRA. You will file taxes only in your state of legal residence. If California is your legal residence, your active-duty pay is subject to California state income tax. BAH and BAS are not taxable at the federal or state level regardless of residency.

Military retirement pay — new partial exemption starting 2025

In a significant development, California approved its first-ever tax exemption for military retirement pay. For tax years 2025 through 2029, up to $20,000 of military retirement pay is excluded from California state income tax. This also applies to Survivor Benefit Plan (SBP) payments. Income limits apply: up to $125,000 AGI for single filers, or $250,000 for married filing jointly.

Additionally, there is pending legislation (Senate Bill 1407) that would expand this to a full exemption. As of March 2026, the partial $20,000 exemption is the law. For comparison, Texas and Florida have no state income tax at all — but this is still a meaningful step for California military retirees.

Military spouse income (MSRRA)

Under the Military Spouses Residency Relief Act (MSRRA), a military spouse who moves to California under PCS orders can maintain their home state of legal residence for tax purposes. If your home state has no income tax, your earned income in California may also be exempt from California state tax. Consult a tax professional to ensure your MSRRA election is properly filed.

Beyond tax rules, California offers several benefits specifically for veterans and military families.

Property tax exemptions

California offers two levels of property tax exemptions for veterans:

  • Veterans’ Exemption: Available to honorably discharged veterans, current service members, and unmarried surviving spouses. Provides an exemption on property valued up to $4,000 of assessed value.
